Clayton, AL — Barbour County High School’s Army JROTC program has reached a historic milestone, successfully completing its first-ever JROTC Program Accreditation (JPA) with a Proficient rating—marking the end of a rigorous three-year journey and the beginning of a new era of excellence.
Originally re-established in 2018, the BCHS JROTC program operated as a non-cost shared initiative until April 2022, when it was officially recognized as a cost-shared program. This critical status change meant that the U.S. Army began covering 50% of the operating costs, ensuring long-term support and sustainability for the growing program.
The JPA inspection, conducted every three years by U.S. Army Cadet Command, evaluated multiple aspects of the program including leadership, drill performance, cadet knowledge, and overall program operations. This year’s evaluation—held in April—was the first accreditation the program has ever undergone, and it made a lasting impression.
With a Proficiency Score of 189.7 out of 200, the program achieved a 94.85% readiness rating, officially earning the coveted “Proficient” status. Of the 114 enrolled cadets, approximately 40 took part in the inspection process—each displaying pride, professionalism, and unity throughout the day’s demanding schedule.
“It was a proud Chief and Sergeant First Class moment,” said Chief Kelvin Graham. “I had never seen such camaraderie on display. From the in-ranks inspection to the drill and color guard performances, briefings, and interviews, our cadets truly rose to the occasion. They represented Barbour County High School and the Army JROTC program at the highest level.”
The success of this accreditation is not only credited to the cadets but also to the collective support of the Barbour County School Superintendent, Board of Education, BCHS administration, faculty, and the dedicated parents who contributed behind the scenes.

The inspection took place just prior to graduation and grade-level promotions, capping off a memorable year of hard work and discipline.
SFC Steve Fryer and Chief Graham extended their heartfelt thanks to everyone involved and expressed their pride in the cadets’ achievements.
